Gianni Infantino apologizes as FIFA unveils $6.35B Global Development Initiative
Following an apology over a scrapped commercial proposal, FIFA President Gianni Infantino announced a record $6.35 billion solidarity investment package for member associations powered by 2026 World Cup revenues.
FIFA President Gianni Infantino issued an official apology during the latest FIFA Council gathering at the Home of FIFA in Zurich, addressing past missteps surrounding the controversial FIFA Forward Enterprise (FFE) plan, which has now been permanently scrapped.
Despite the administrative friction, record commercial returns from the expanded 2026 World Cup allowed world football’s governing body to unveil a massive investment package for global grassroots development.
Leveraging an estimated cycle surplus of between $5.2 billion and $5.6 billion, FIFA introduced the Surplus Solidarity Programme, setting aside $6.35 billion to support member federations over the 2027–2030 cycle.
Under this revamped strategy: Increased Funding: Direct support per FIFA Member Association jumps to $25 million.
Guaranteed Reserves: The governing body maintains $1.7 billion in hard financial reserves.
Targeted Distribution: Funding will strictly target youth systems, infrastructure projects, and women’s football.
Governance Review and Next Steps
Addressing Council representatives, Infantino accepted full responsibility for the communication failures surrounding the withdrawn FFE proposal.
To ensure future transparency, a newly formed multi-confederation working group will evaluate FIFA’s broader governance standards.
The complete application framework for the $6.35 billion distribution will undergo a final vote at the 77th FIFA Congress.
