The transfer is understood to include an initial £75m payment with a further £10m available in performance-related additions, making it one of the biggest moves of the summer.
Savinho, who will now be known as Sávio, has agreed to join Spurs after becoming a long-term target for the club.
The 22-year-old spent two seasons at Manchester City after arriving from Girona and leaves the Premier League champions after making 84 appearances, registering seven goals and 16 assists.
His arrival takes Tottenham’s summer expenditure beyond £300m following several major additions, underlining the club’s determination to reshape the squad.
De Zerbi sees the Brazilian as a player capable of providing pace, creativity and directness from wide areas, qualities Tottenham hope will improve their attacking threat.
Sávio is also relishing the chance to work with the Italian coach, believing the move can help him develop further.
Tottenham have confirmed that the winger will wear the No.17 shirt, while the transfer represents a record sale for Manchester City, surpassing the fee received for Julián Álvarez.
Spurs will now hope their latest investment can quickly translate into improved performances as De Zerbi attempts to establish a new identity at the club.
